The recommendations proposed broadening the definition of who qualifies as a farmer or rancher in the census to account for different types of farming, including subsistence farming and agricultural practices in Native American communities. The commission said the Native farming community believes Census of Agriculture data does not fully reflect the number of Native farmers and could mislead the agency into thinking the community is smaller than it actually is, thus causing them to become ineligible for certain programs.
